Kate Palmer has made a YouTube video showing exactly how she does it! Very pretty, very sparkly....irresistable.
If you don't have one of those machines (Wizard, Cuttlebug, Big Shot etc) and therefore can't use the actual dies, look out for rubber stamps you can use in a similar way and cut them out.
